CARS (RSL) - Centralised Arrears
Management
Recovery Responsibility
The CARS-RSL system
provides a central repository for arrears cases within an
organisation and supports the allocation of responsibility for
handling the recovery process. The organisation of
recovery can be either a local responsibility, a central
responsibility or a combination of both. Where required
the case can subsequently allocated to recovery profile for
Bailiff or Sheriff Officer action.
Localised
Recovery
The initial recovery
actions are often handled at a local level where staff know
the tenants and can discuss their arrears and resolve their
repayment. Where the arrears cannot be resolved and more
serious action is required this is often better handled by
staff with specialised arrears recovery knowledge. Cases
with the CARS-RSL system can be easily moved from an initial
recovery profile, which is the responsibility of local staff,
to a central recovery profile for collection.
Centralised
Recovery Team
CARS-RSL allows a
central recovery team to handle any cases passed for its
attention. This is of particular benefit to parent
organisations where there are a number related organisations
which share resources. A centralised team would be able
to handle all of the more serious arrears cases and, where
necessary, pass the cases to either a Collection Agent,
Bailiff or Sheriff Officer for legal recovery action.
