from recovery actions undertaken directly by council staff
results in additional payments direct to the council improving
cash flow.
Reduced Borrowing
The improved in-year
collection rate and arrears recovery which can be achieved by
adopting a new recovery approach using the CARS system will
reduce the level of borrowing required and the resulting
interest paid.
